The Tribal Chief is exclusive to set 8803, The Collectible Minifigure Series 3.
Minifigure Parts and Accessories
The Tribal Chief is composed of four main parts: headdress, head, torso, and legs.
The headdress is similar to part 30183pb01 with a new print design which was last released in 2002 (Rapid River Village). The print extends to the back of the headdress with the hair painted black in the back.
The head print is new featuring a toothy smile and tribal paint.
The torso is tan with yellow arms and hands. The torso print resembles a bone armor breastplate. There is no print on the back of the torso.
The legs and hips are tan with a tribal print on the front that differs from the Series 1 Tribal Hunter. The print is only on the front of the leg assembly and does not extend to the sides or back.

Army Building Potential
The ABP for the figure is moderate - the head, torso, and legs bring further diversity to your minifigure tribe that started with the Series 1 Tribal Hunter.

The headdress and the spear are the items to feel for here.
Bar Codes
Unlike previous series of collectible minifigures, there will be no secondary bar codes to help determine what figure is inside. However, there are a series of 'bumps' on the bottom of the packages that can be used to identify the contents (LEGO Series 3 Collectible Minifigure Codes). The big draws here are likely to be the headdress and spear. The headdress hasn't been available for nearly eight years, and the spear is a nice piece only available with The Spartan previously.
