The Mime is exclusive to set 8684, The Collectible Minifigure Series 2.Minifigure Parts and Accessories
The Mime is composed of four main parts: beret, head, torso, and legs.
The beret is a new part to the LEGO universe, and will likely be the big draw for this piece. Prior to The Mime, you would've had to turn to a custom house like BrickForge for this type of headgear. Military customizers rejoice! Here's to hoping TLG has plans on introducing this part in future sets in different colors.
The head (or should I say heads?) are new in that we've not had a printed, fully-white minifigure head previously. There are three heads that come with this figure with three different facial expressions: happy, sad, and frightened.
The extra heads are the "accessory" that come with this figure. The multiple heads were likely used instead of a single, double-sided head because it's cheaper to print on one side. The double-sided head would also not work well with the beret which would leave the second expression exposed in the back Not to mention there are three expressions, not just two.
The torso features a striped shirt print on the torso and arms, along with a black vest print on the torso. There have been striped shirt torsos in the past, but nothing extending the pattern to the arms, that I'm aware of.
The legs and hip assembly are a basic black number.

Army Building Potential
The army building potential for the figure itself is low. Although a frightening concept, the desire to create an army of mimes would be minimal. The beret, however, may bump the ABP up to "moderate" for purist customizers looking for a TLG crafted part.
Feeling It Out
I believe the presence of three heads would be unique in Series 2, so target those. The beret is unique but likely difficult to discern through touch alone.

If you’ve ever been sure that somebody was silently following you and making silly faces, but nobody was there when you turned around, it was probably the Mime. He shows up in public parks, outside restaurants and in market squares, where he performs routines and does impressions of passers-by without ever making a sound.
No one pretends to be trapped in an invisible box or walking against the wind as well as the Mime does. His best pal is the Circus Clown, and the two frequently join forces to get even bigger laughs and applause from their audience!
The Big Draw
As we stated earlier, the beret is the big draw here. The striped arms may be a secondary draw due to it's uniqueness.
