The Weightlifter is exclusive to set 8684, The Collectible Minifigure Series 2.
Minifigure Parts and Accessories
The Weightlifter is composed of four main parts: hair piece, head, torso, and legs.
The hair piece has been available previously (part 62810) and in the black color.
The head print is new with a "strained" expression on the minifig's face. The sweat drops on the face print is a new, if not gross, feature.
The torso is a new bare-armed, tank top print. Stand out features include the barbell logo on the upper-left side, the top-down view of a 2x2 brick on the upper-right side, and the weight belt print near the waist. It looks like the torso or largely this "lime green" color and the print is only on the front surface.
The legs are also in the green color with black hips. The orange band extends around the outer side of each leg, but is likely not on the back. Immediately I see the legs being used as part of a larger superhero/villain costume.
As for the torso and leg color, the closest I can find is the "light green" color that was recently used on Twitch (toy007) from the Toy Story 3 line. Even if this is the same color, the black hips and bare arms would be a new color combination .
The accessory for this figure is a minifigure scale barbell. The picture here shows a one-armed curl, but the length of the bar may also extend so the figure can hold it in both hands simultaneously. The ends of the barbell appear to be a standard LEGO stud, so the potential for this part to be used in MOCs and custom builds is there. The barbell is composed of two end pieces and a 3L bar. Army Building Potential
The army building potential for the figure is quite low. Even if there was a sudden desire to build a minifigure gym, you could easily use other minifigures/parts to fill that out.

The Weightlifter has sworn to become the strongest man in the entire world. He runs around the city looking for things to pick up…and he wants to pick up EVERYTHING. As long as an object isn’t nailed to the ground, he’ll scoop it up and try to lift it over his head.
The only thing that the Weightlifter pays attention to is how heavy something is. If it weighs more than the last thing he lifted, then it’s just what he needs, whether it’s a person, an auto, an elephant or a house. No challenge is too big for the Weight Lifter!
The Big Draw
The head print and the barbell part are the desirable items here. Again, the new facial expression opens up the new "emotion" for minifigures. The barbell has applications beyond minifigures.
