The Witch is exclusive to set 8684, The Collectible Minifigure Series 2.
Minifigure Parts and Accessories
The Witch is composed of four main parts: hat, head, torso, and slope brick.
The hat is an all black version of part 6131. In fact the last witch from the Castle Fantasy series (cas397) also had this hat.
The green head is new with no other female minifig head featured in green. This is the most unique feature of this figure.
The torso, arms, and hands are all black. The torso print features a torn neckline and green belt.
In place of the legs, there is a 2x2x2 sloped brick (3678 series) to represent a skirt or dress. The print features a spell book with a frog on the cover and potion hanging from the waist and a stitched tear near the bottom.
The accessory that comes with this figure is a brown broom (part 4332). The part has been widely available in the past in sets such as Harry Potter.

Army Building Potential
The ABP for the figure itself is low. I could see this being a popular character from Series 2, but not in multiples.
Feeling It Out
Due to the size of the slope brick, this may be a feature easily felt through the bag.

“Am I a good witch or a bad witch?”
The Witch is a misunderstood person. She just wants to be good, but with all the magic power she has, there are times when she just can’t help being a little bit bad.
For every bad thing the Witch does, she tries to do something good...but it doesn’t always go exactly like she plans. For example, turning the vegetables growing in her neighbor’s garden into candy sounded like a good idea at the time. All of the children in town were happy about it, but her neighbor seemed really mad for some reason!
The Big Draw
I'm expecting this to be a popular character, but likely within the second tier. The head is quite unique. Given that the other parts or variants of the parts have been available previously, the head will likely generate interest.
