The Pharaoh is exclusive to set 8684, The Collectible Minifigure Series 2.Minifigure Parts and Accessories
The Pharaoh is composed of four main parts: headress, head, torso, and legs.
The headdress appears to be a reissue of part x177px1, formerly appearing in the Adventurers sets almost 10 years ago. BrickLink currently has the older version for sale at around $5.00 USD. Although a rendered picture of the minifig, it would appear that the base color for this new Egyptian headdress is gold or metallic in color, new for this part at any time.
The head print is also new with the heavy lidded eye, but is otherwise unremarkable.
The torso is adorned with a collar with a falcon at its center. The top of the linen skirt print starts on the torso...
...and is extended to the legs. Unlike The Spartan, there's no print here to signify sandals.
The accessory for this figure is the cobra-head staff. This is a new part for the LEGO universe, not featured in previous sets.

Army Building Potential
I'm calling this one a moderate to low ABP. Collectors are not likely to want an "army" of pharaohs; however, removal of the headdress and some torso changes could supply one with several Egyptians to populate a minifig Thebes, Memphis, or Cairo.
Feeling It Out
Although there was some debate on the effectiveness of this technique, I would be looking for both the headdress and the staff.

“That spot looks just right for a pyramid!”
This Pharaoh of ancient Egypt woke up in a museum one day, and he’s been a little confused ever since. He doesn’t know how or why he’s in the modern world, but it’s definitely taking some getting used to! He’s not used to taxi cabs and supermarkets yet, and he can’t figure out where all the sphinxes and crocodiles have gone, but he’s trying to make the best of things in his strange new circumstances.
First off, the place is definitely going to need some pyramids…so with the help of his friends at the museum, the Pharaoh is taking matters into his own hands and using all the bricks he can find to build his own. Now he has a little piece of home to share with everyone!
The Big Draw
I would guess that the headdress and cobra staff are the attraction here. You have one part, the headdress, that hasn't been available in set for nearly a decade and in a new color. The other piece is nicely detailed and completely new. Both of these items carry a fair amount of potential for custom applications.
