Now that the Series 2 Collectible Minifigures are appearing in Europe, some folks have had opportunities to buy cases and see the ratios. According to folks on the BrickLink forums, it would appear that the ratios are as follows:

I'm a little surprised about which figures are more rare. I assumed rarity was largely determined by the price it cost to produce certain figures. All of the figures in the 'rare' category make sense except the Adventurer and Disco Stu. Both of these figures didn't really have accessories or parts that seemed particularly costly. The Karate Master is a nice surprise in the 'common' category. I seen a lot of people interested in the minifig statue for custom applications. One thing is for certain, the Spartan will be a pricey and sought after item in the secondary market.
