Parts and Accessories
The Ice Skater is composed of five main parts - hair piece, head, torso, skirt, and legs.
The hair piece is new with sweeping bangs and bun in tan.
The head features a new female facial print with a smiling face, blue eyeshadow, and stars on the face. There's even a star on her teeth!
The torso is light blue with one light blue arm and one yellow arm. The hands are yellow. The print on the torso resembles a striped, asymmetrical top with a large star on the left side. There's also print on the back of the torso as seen above.
The legs are white with yellow print to resemble 'bare' legs. The hips are light blue. There is also a light blue cloth skirt with jagged edges that attach on the hip posts.
The accessory for this figure are a pair of flat sliver skate blades. These are a new part and are only shared currently with the Series 4 Hockey Player. There is a stud on the top of the skates which allow them to attach at the minifigure's feet. Although not shown here, the minifig can stand on the skates if the legs are straight.

The army building potential for the figure is low.
Feeling It Out
I would try for the hair piece and perhaps the skates. If the skates can actually be felt through the bag, try to see if you can't feel the accessories of the Hockey Player.

The Big Draw
The hair piece and skates would seem to be the 'must have' items for this figure. The skirt may also be desirable as it is a new and unique cloth element.
