This version of the Clone Pilot is appearing in set 8096, Emperor Palpatine's Shuttle. There have been two previous versions of the clone pilot, sw118 and sw266. The primary differences have been in the design of the head and the helmet.
Minifigure Parts and Accessories
This figure is composed of four parts: helmet, head, torso, and legs. The legs and torso are the same as those found on figure sw266. The mold for the helmet is also the same as sw266, but the printing is unique.
The head design is where this figure is unique. With sw118, the figure head was solid black and the helmet design was such so that when combined it appeared that there was an inset black visor. Here there's a larger cut out in the helmet and the head print provides the additional detail. Why? One word: cost savings...er...make that two words. By using the head to differentiate this figure from sw266 you get two cost effective figures in one.
Army Building Potential
Clones always have the potential for army building, but often the standard clones/stormtroopers are the ones pursued in vast quantities. Given the cost of the set, and that this figure has been available before, I would say the ABP is low.
Big Draw
I'm not seeing much which would inspire the masses. If I had to pick one thing, however, the head design might be of interest.
